August 22, 1938 -  June 9, 2021

Passed away suddenly on Wednesday June 9, 2021 at the age of 82. He will be deeply missed by his loving wife Marcia, his family (Paul, Sandra, Marta, Abbey) and his grandchildren (Austin, Spenser, Jack, James, Rose). At his request, a private family service will be held. In lieu of flowers, donations to Doctors without Borders would be greatly appreciated.

I would like to express my sincere condolences to Richard's family and to say how sad I am to learn of his passing. Richard was, and I will say is and will continue to be, a good friend, a colleague, and an inspiration whose inflfuence on my professional life and outlook and indeed my outlook on "life" has been profound. I will miss our conversations even as infrequent as they were, but that said I will not cease to think of him and in that way continue those interactions. Also, it must be said that in his typical self-effacing and understated ways, he enriched the world in ways that many do not know, as one of very few leaders in public finance and development economics, and fiscal and tax policy.
