Frances “Fran” Geraldine Cappe

In her 76th year, Fran passed away at home peacefully in her sleep on September 3, 2024. She was predeceased by Donald F. Bowell, her loving partner and soulmate of 40 years. She will be laid to rest with Don (Duck) at Mount Pleasant Cemetery.

Fran will be missed by her brother Les and a large extended family, including an abundance of Nephew’s, Nieces and cousins. She was held in the highest regard by her colleagues and professional network spanning more than fifty years. She will remain forever in the heart of Lee Chapelle, friend, employer and chosen family member. She was predeceased by her mother Rose Cappe (nee Gardner) and her father Louis Cappe.

Fran was a RSW of 53 years and was a strong driving force right to the end. Passionate, kind and dedicated to helping others. Her intelligence, experience, knowledge and caring made her uniquely special. A true difference maker who touched many lives
She ran progressive group homes for young vulnerable people for nearly two decades. She worked with the Ministry of Attorney General, Office of the Children’s Lawyer and was a senior Investigator with the Ontario Ombudsman’s Office for nearly a decade before joining the private advocacy firm of Canadian Prison Consulting Inc. She brought immeasurable value everywhere she worked and to all those she worked with. She will be missed.

Fran, I remember how welcoming you were to me when I arrived at the OCL so many years ago, and that your encouragement and friendship was so appreciated. The passion you showed toward any assignment was an inspiration. You knew you could make a difference in the lives of others and that drove you to do your finest. We will miss you dear friend.
